Path to Protection​

The Manta Pacific Research Foundation is committed to promoting the establishment of legislative protections for manta rays in Kona and beyond.

2002

Manta Pacific Research Foundation saw a need for protections for mantas in Kona.

2003

MPRF received the endorsement of the West Hawaii Fisheries Council to protect manta rays

2005

House Bill 960 was proposed to protect manta rays in the state of Hawaii, but after being introduced by state legislators, but not heard in committee. 

2006

House Bill 960 was reintroduced with over 5,600 signatures of support. 

House Resolution 30 was passed requiring DLNR to study mantas and create a management plan

2009



DLNR did not fulfill the requirements of House Resolution 30.

On June 5, 2009, the Governor of the State of Hawaii signed Act 092(09) making it illegal to kill or capture manta rays in Hawaii.  Penalties included up to a $10,000 fine and forfeiture of any manta rays, commercial marine license, vessel, and fishing equipment. 

This was an extremely rewarding moment for Manta Pacific Research Foundation, all who participate in manta tours, and manta enthusiasts everywhere.
